<p>Soon after the fire started came a call for pet food &amp; dishes.&nbsp; Ron placed an ad in the <a href="http://www.mtdemocrat.com/" target="_blank">Mt. Democrat</a> for donations.&nbsp; Soon the truck filled up and off to Tahoe they went.&nbsp; Although the fire and the effects are serious, Ron takes care to not take himself too seriously.</p>

        <![CDATA[<p>PLACERVILLE -- Ordinances adopted by the El Dorado County Board of Supervisors on Tuesday and the Placerville City Council on July 10 require skateboarders, bicyclists and scooter riders using Joe's Skate Park to wear helmets, as well as knee and elbow pads, and to abide by rules and regulations posted at the site.<br>
<br>
Violators may be expelled from the park at the El Dorado County Fairgrounds and be subject to a fine of up to $500 and up to six months in jail.<br>
<br>
A management proposal presented Tuesday suggested hiring a parks operation assistant to supervise and monitor park activities. It also called for a daily admission fee of $2 per person, with annual passes available for $100.<br>

I look forward to hearing your ideas and sharing my passion for Rotary with you, which brings me to President Wilf Wilkinson’s inspiring theme “Rotary Shares.” For a Rotarian that should come naturally. We share our ideas, our projects, and our time. </p>]]>
        <![CDATA[<p ALIGN="LEFT">Kathie and I just returned from Salt Lake City after spending a week at the Rotary Institute/Convention. It’s hard to express the enthusiasm one feels when hearing about so many inspirational projects that clubs are fulfilling all over the world. Of course when hearing Bill Gates Senior from the Gates Foundation and Dr. Bruce Aylward of the World Health Organization continually praise Rotary regarding the Herculean effort to eradicate Polio, I’m full of pride as you should be as well. We are on the last lap of the promise Rotary made over 20 years ago to paralyze polio. Dr. Aylward provided the data that shows we are on track with the new vaccines and strategies. India’s Government is proactive by inoculating children monthly in order to not miss any of the thousands of newborns. We must see this project through to its completion. Our District Polio Chair, Sue Welsh of Tahoe-Incline, will be monitoring the progress and provide
updates and opportunities to SHARE.</p>

<p><img border="0" src="http://www.rotarysite.com/placerville/archives/richard-starets-1.jpg" align="left" hspace="8" width="173" height="208">Richard keep the Rotarians enrapt with his explanation of hidden lives of bees, the not so hidden lives of beekeepers, and the struggles of the high mortality rates of bees caused from viruses, genetically engineered plants, and natural bee killers like Buckeye.</p>
<p>Richard also explained that the meat bees (yellow jackets) that we see around the BBQ are not commercial pollination bees.&nbsp; These bees, or wasps, are much more interested in our steaks then in pollen.&nbsp; He suggested the plastic bag type bee traps as they use pheromones to attack yellow jackets, not pollination bees.</p> <p>Richard is pictured as he told us about the day that he went to see a hive with 300 bees and only found 87 alive.&nbsp; Bee mortality is a critical issue to beekeepers and the agricultural industry that depends on pollination to sustain production.&nbsp; He also explained how beekeepers are managing the migration of &quot;Africanized&quot; bees through culling the queen and replacing it with a queen from another stain of production bees.</p>
<p>The audience was so interested that the meeting was adjourned and the audience stayed and continued to ask question of Richard for some time more.</p>

Take a look at the new <b>R.I. Zones 23 &amp; 24 Resource Center</b> website for

Our goal is to make this a true &quot;resource center&quot; focusing on matters
pertaining to all Rotary leaders a nd Rotarians in the 23 districts of Zones
23&amp;24 (and it is not intended to supplant the RI Website for information on
what's happening on a global basis). The website will feature significant events
in the Zones, key decisions of the RI Board, appointments of Rotarians to Zone
and Rotary International committees and task forces, outstanding project reports
and stories of interest to Rotarians and special updates. Please take a few
minutes now to check it out. Be sure to click on the <a href="http://www.rotaryzone2324.org/map.html">Zones
23-24 Map</a> link then click on your district number and others for quick
access to each district's website.</p>

<b><u>Presidential Membership Conference</u></b><br>
<b><font color="#008000">&quot;Sharing the Magic of Rotary&quot;</font> is the
theme of seven Presidential Conferences</b> being held across North America this
July and August by R.I. President Wilfrid J. &quot;Wilf&quot; Wilkinson. Rotary
leaders in Zones 23 &amp; 24 have their choice of two locations: Vancouver, BC.
(10-11 August) or San Jose, CA (17-18 August). R.I. President Wilf and a
star-studded cast of Rotary's greatest will be headlining the Conference. <span style="background-color: rgb(255, 255, 0);">Why
is your attendance at this Conference important?</span> Because Membership must
become &quot;Job 1&quot; for you, me and <u>each and every Rotarian</u> - much
as we have seen work so well with the EREY campaign of TRF. Rotary leaders –
starting with you and me – need to <u>lead by example</u>. RIP Wilf's goal is
to have <u>at least one from each Rotary Club</u> in Zones 23/24 represented at
one of the Conferences. The key is to have a hands-on leader from each club

The first meeting was well run and clearly focused on community service projects
and the money to get them done.&nbsp; <a href="www.prodhon-cpa.com" target="_blank"><img border="0" src="http://tbn0.google.com/images?q=tbn:k8MGdNHIA21EEM:http://www.prodhon-cpa.com/card.jpg" align="right"></a>Being a
<a href="http://www.prodhon-cpa.com" target="_blank"> CPA, Terrie</a> is well versed in
counting the numbers and she began with the upcoming budget and continued to
issue fines throughout the night to help fill the coffers.&nbsp; Fortunately,
Rotarians were willing to help by giving the opportunity to issue fines!&nbsp; <a href="http://www.thompsonsauto.com/" target="_blank">Ron
Thompson</a> was fined for talking after which he told Jeff&nbsp; &quot;I told
you to shut up&quot; but no one heard Jeff talking. Ron being a great supporter
of the Rotary, took the fine with a smile.&nbsp; Many other Rotarians joined Ron
in helping the club with &quot;fines.&quot;&nbsp; Most for talking and coming
late.&nbsp;&nbsp;</font></p>]]>
        <![CDATA[<p align="left">Soon Terrie introduced the new Board and discussions were held about continuing and
new projects.</font></p>

<a href="http://www.rotarysite.com/placerville/archives/MVC00038.jpg" target="_blank"> Mannie was glad to pass the
Bell on</a>, Terrie was equally concerned about the Bell's untimely disappearance.&nbsp;
She attempted to Hire Pat Gregor to guard the bell, even offering $100 for the
job.&nbsp; Unfortunately for Terrie, Pat declined the offer feeling it would be
wrong to take the money and the bell too!&nbsp; So he offered to &quot;<font color="#FF0000">ransom</font>&quot;
the bell back to her for the $100 at sometime during her year.</font></p>

<p align="left">All Rotarians left with new assignments
and a renewed outlook for the future.</font></p>

  Federated Church, Placerville</b>
  <p>  Robert W. Combellack was born in Placerville, Calif., on March 26, 1919, to William Herbert (Bert) Combellack and Jessie Blair. He attended Placerville Elementary, El Dorado High School, and the College of the Pacific before serving in the Navy from 1943 to 1946. Hazel Hopper of Shandon, Calif., and Robert were married in 1948. Bob taught electronics at Monterey Peninsula College and High School before returning to Placerville where he ran the family clothing store and a pear orchard with his brother Allan until 1978 at which time he embarked on his true interest, fixing everything and anything. In addition to being a good family man, Bob was very community service and socially oriented. He served for many years on the Placerville Union Elementary and El Dorado Union High School Districts Boards, the El Dorado Juvenile Justice Commission, the El Dorado County Chamber of Commerce, the Marshall Hospital Foundation and the UOP Alumni Association, chairing most of them. Bob was the most honored upon his receipt of the El Dorado County Award jointly presented by the Board of Supervisors of El Dorado County and the El Dorado County Chamber of Commerce. Robert was also a member of the American Legion Post 119, the Veterans of Foreign Wars 2680, the 40/8 Hangtown Voiture 1119, the Placerville Rotary, the Placerville Lodge 26 Free and Accepted Masons, the Shriners of Ben Ali Temple, the Placerville Elks, the Placerville Moose and Cold Springs Golf and Country Club.<br>
  <br>Robert was predeceased by Hazel in 1999. On July 5, 2007, Mr. Combellack left surviving him his beloved wife, June Riley Combellack; his brother, and best friend, Allan and his wife June; his children, David (Susan) and Blair (Susanne), John Riley, Janet Buchanan (Richard), Meredith Green (Scott), and Margaret Fain (Howie). He also leaves 11 grandchildren, Jesse, Jennie, Katie, Laura, Devin, Megan, Melinda, Jefferson, Kader Lee, Michael and Brian, and two great-grandchildren, Ava and Calvin.
  <p>  The Combellack family, long-time business owners in Placerville, are descendants of the Blairs.&nbsp; One of the best-known names in El Dorado County. From the Gold Rush down to today, they have been an active, integral part of this region.  Four brothers, John, James, Matthew, and Robert Blair, immigrated from Scotland in 1850 and made their way to California's gold country. They acquired more than 300 acres of land east of Placerville, El Dorado County, along the wagon road to Carson Valley (the early version of US Highway 50). This property included Sportsman's Hall near Pollock Pines. It was here that they operated one of the most important and popular stops for the Pony Express, stagecoaches, and bumper-to-bumper freight wagons carrying supplies to the Comstock.

        Targeting problems that threaten the future of a popular skate park, the El Dorado County Board of Supervisors and Placerville City Council introduced ordinances Tuesday establishing rules and regulations governing park activities and authorizing sheriff&apos;s deputies and police officers to enforce them.

Joe's Skate Park was built in 2003 on county-owned property at the El Dorado County Fairgrounds with funds raised by the Placerville Rotary Club. The Rotary Club indicated, however, that it did not want the responsibility of operating the park, and it has functioned largely as an open, unsupervised facility.<br>
<br>
But city and county officials say the lack of oversight has resulted in vandalism and unsavory activities in and around the park. Skateboarders, inline skaters and bicyclists use the park.<br>
<br>
Supervisor Jack Sweeney said county officials held several meetings with skate park users and members of the El Dorado County Youth Commission, who argued that the park should operate without formal management.<br>
<br>
"But my observation is it hasn't worked," he said.<br>
<br>
Sweeney said he thinks parents who had said they were willing to help supervise park activities, as well as many of the youths using the park, are intimidated by others who hang out around the park and engage in annoying or illegal activities.<br>
<br>
In addition, he said, conflicts have arisen between skateboarders and BMX bicycle riders, who also use the park, and between different age groups.<br>
<br>
Sweeney said he also was concerned that many skaters and bicyclists don't use appropriate protective gear.<br>
<br>
"I don't think it can go on like this," he said in soliciting the City Council's support Tuesday. "It's going to take the power of government to step in and be the shield."<br>
<br>
The ordinances set forth rules and regulations for use and conduct at the park. Violators would be expelled from the park, and three violations would result in a one-year expulsion. They also could be subject to a fine of up to $500 and/or up to six months in jail.<br>
<br>
The Board of Supervisors directed county Parks and Recreation Department staff members to present a proposal July 17 for managing the park, a fee to support it, a method for involving volunteers in the operation, and options for scheduling the facility for different types of activities and age groups.<br>
<br>
About a dozen park users attended the City Council meeting.<br>
<br>
Kelley Rogers, 34, said he is among adults who use the skate park and who had raised concerns about current conditions. Rogers said the park needs to be cleaned up, but he argued that most of the problems occur "outside the fence."<br>
<br>
Stepped-up police and sheriff's patrols would be welcome, but imposing more rules and regulations is not necessarily the answer, he said.<br>
<br>
If adopted by the City Council and Board of Supervisors on July 10, the ordinances would become effective Aug. 9.</p>

Osborn</a> kicked off the evening with a welcome to all.&nbsp; He was a little frustrated
when he announced the first act on the program.&nbsp; It seemed that it was
taking a long time for the local talent to get up on stage.&nbsp; Although we
could see their white-topped heads moving side-to-side, their forward progress
was measured and somewhat plodding.</p>
<p><a href="http://www.rotarysite.com/placerville/archives/MVC00010.jpg" target="_blank"><img border="0" src="http://www.rotarysite.com/placerville/archives/MVC00010-tn.jpg" align="right" hspace="6" vspace="6" width="150" height="98"></a>The
first act was local talent doing a take-off of &quot;That's My Line&quot; which
they called, &quot;Who's Your Mannie?&quot;&nbsp; Local talent included <a href="http://www.reo-bpo.com/" target="_blank">Sherri
Lum-Alarcon</a>, <a href="http://www.placerville.info" target="_blank">Cris
Alarcon</a>, <a href="http://www.printing-press.net/index.iml?mdl=home.mdl" target="_blank">Courtney
Mattson</a>, <a href="http://www.eldoradocounty.org/board.html" target="_blank">Dave
Nelson</a>, and the ubiquitous N. Manfred Shaffer.&nbsp; <a href="http://www.rotarysite.com/placerville/archives/MVC00015.jpg" target="_blank"><img border="0" src="http://www.rotarysite.com/placerville/archives/MVC00015-tn.jpg" align="left" hspace="6" vspace="6" width="150" height="97"></a>The
questions revolved around Mannie's life including his career, travels, and
hobbies.&nbsp; Questions as obscure as annual rainfall total in a most arid
plains near Lake Victoria in Kenya Africa, to as common as what time Rotary
meetings start.&nbsp; <i>What time DO Rotary meetings start?&nbsp; Maybe incoming
President <a href="http://www.prodhon-cpa.com/" target="_blank">Terrie Prod'hon</a>
will clear this up for us!</i></p>
<p><a href="http://www.rotarysite.com/placerville/archives/MVC00011.jpg" target="_blank"><img border="0" src="http://www.rotarysite.com/placerville/archives/MVC00011-tn.jpg" align="right" hspace="6" vspace="6" width="150" height="92"></a>Mannie
has been our President for the whole year, but as questions were asked, and
answers given, the identity of the real &quot;Mannie&quot; became less
clear.&nbsp; All the panelist looked like a retired professor, they seemed to
know a lot about traveling, They all seemed to have a hard time hearing the
questions and just answered what they thought they heard.&nbsp; Finally the audience
was polled and the vote was split between imposter #1 and imposter #3, but no
votes for the real Mannie.&nbsp; (Some say the fix was in - or someone simply
forgot to print any #2s)</p>
<p><a href="http://www.rotarysite.com/placerville/archives/MVC00019.jpg" target="_blank"><img border="0" src="http://www.rotarysite.com/placerville/archives/MVC00019-tn.jpg" align="left" hspace="6" vspace="6" width="114" height="150"></a><a href="http://www.rotarysite.com/placerville/archives/MVC00028-tn.jpg" target="_blank"><img border="0" src="http://www.rotarysite.com/placerville/archives/MVC00028-tn.jpg" align="right" hspace="6" width="150" height="70"></a>After
this skit, the Professional came on stage.&nbsp; It should be noted that the
local talent asked to go before the Pros as they were afraid to follow
them.&nbsp; After seeing the next act, the locals were right to not want to
follow this act.&nbsp; The audience was enrapt with the comic, who was stopping
by on his was to Vegas.&nbsp; He admitted that he was use to performing for
rock-n-roll type audiences, but after looking around he concluded that most of
us were younger the the Rolling Stones.</p>
<p><a href="http://www.rotarysite.com/placerville/archives/MVC00026.jpg" target="_blank"><img border="0" src="http://www.rotarysite.com/placerville/archives/MVC00026-tn.jpg" align="right" hspace="6" width="131" height="150"></a><a href="http://www.rotarysite.com/placerville/archives/MVC00023.jpg" target="_blank"><img border="0" src="http://www.rotarysite.com/placerville/archives/MVC00023-tn.jpg" align="left" hspace="6" width="136" height="150"></a>After
much help from Rotarians, the comic was able to perform his card trick, but he
got the wrong card!&nbsp; He was willing to retry, but his helpers
refused!&nbsp; After this he moved into an act for the youth, balloon sculpturing.&nbsp;
Soon we realized this was his talent to make shocking realistic balloon sculptures.&nbsp;
This balloon contained a lot more then just hot air!</p>

fun was had by all.&nbsp; The acts were just the right amount of raunchy without
being offensive.&nbsp; Rotarians may be use to Hot Air, but this balloon trick
caught them by surprise.&nbsp; Then it was Mannie's turn to &quot;help&quot; the
comedian.</p>
<p>Mannie took the stage to help as a partner for the comedian in a vaudevillian
act that ended with a bit of Vegas showgirl like antics.</p>

also gave out gifts in the form of Placerville Rotary Club briefcases with
custom embroidering of the club name, logo, and recipient's name.&nbsp; A very
nice gift indeed.&nbsp; He received a clock commemorating his year as Rotary
President and then called on Terrie.</p>
